2023 Medicare Part D insulin and vaccine coverage updates

​On August 16, 2022, President Biden signed the Inflation Reduction Act of 2022 into law. This update includes many changes that impact Independence Blue Cross (Independence) 2023 Medicare Part D benefits, including insulin and vaccine coverage changes, which go into effect January 1, 2023.

2023 Part D vaccine coverage

Independence plans cover most Part D vaccines at no cost to members. The member's cost-sharing will not exceed a $0 copayment for any Part D vaccines recommended for adults by the Advisory Committee on Immunization Practices (ACIP) when provided in- and out-of-network.

If the member gets a Part D ACIP-recommended adult vaccine at a provider's office, the member will pay for the entire cost of the vaccine itself and the cost to have it administered by the provider. The member will need to request reimbursement to be paid back in full. To request reimbursement for a vaccine and/or a vaccine administration fee, members should use the Vaccine and Administration Direct Member Reimbursement Form.

If the Part D adult vaccine is not ACIP-recommended, the member's cost-sharing may be higher.

Find a list of covered Part D vaccines here. Once on the site, select the member's plan from the drop-down box and search below using the name of the vaccine. To determine if it is a covered Part D vaccine, click on “Coverage Details."

2023 Part D insulin benefit vs. Insulin Savings Program for participating plans

The Part D insulin benefit is available to all Medicare Advantage plans with prescription drug coverage. It includes a $35 copayment for a 30-day supply in all coverage phases for all covered insulins.

The Insulin Savings Program is available to Keystone 65 Focus Rx HMO-POS, Preferred Rx HMO, and Select Rx HMO members. It includes a $35 copayment for a 30-day supply in all coverage phases for included, covered insulins.

For both benefits, this cost-sharing only applies to beneficiaries who do not qualify for a program that helps pay for your drugs, such as Extra Help. A member's cost may be less if they receive Extra Help from Medicare.

Find a list of all covered Part D insulins here. Once on the site, select the member's plan from the drop-down box and search below using the name of the insulin. To determine if it is a covered Part D insulin, click on “Coverage Details."
