article, Independence provided an update on changes to the Quality Incentive Payment System (QIPS) program for measurement year 2021. One of those changes is that practices that wish to participate in the QIPS program for measurement year 2021 must elect to opt-in to participate in the program.
Key information
The QIPS opt-in process will run from October 2020 – December 2020. Primary care practices must elect to opt in through IndexProTM within the Provider Engagement Analytics and Reporting (PEAR) portal. If your practice or organization is not registered for the PEAR portal and does not have access to IndexPro, you will
not be able to opt-in to the QIPS program. Please visit our
PEAR portal page for details on the registration process.
For practices with access to the PEAR portal and IndexPro, no action is required until the opt-in period begins in October.
Practices that do not opt in to the QIPS program will
not be eligible to earn incentive payments for measurement year 2021.
Office and Clinical Champions
When a practice opts in to the QIPS program for measurement year 2021, they will be asked to identify the following:

Office Champion. Administrator who is responsible for coordinating value-based administrative activities at the practice location.

Clinical Champion. Practicing physician who is responsible for coordinating value-based clinical activities at the practice location.
It is recommended that practices identify these champions now to ensure a smooth opt-in process.
