article, Independence communicated the new opt-in requirement for primary care practices (PCPs) to participate in the Quality Incentive Payment System (QIPS) program for measurement year 2021. We want to remind you about the need to opt-in to QIPS for 2021, as well as provide you with some guidance for when the opt-in period opens.
Preparing to opt-in
Starting in October 2020, and running through December 2020, practices can opt in to the QIPS program. Practices must use IndexProTM, accessible through the Provider Engagement, Analytics & Reporting (PEAR) portal, to complete the opt-in process. If your practice or organization is not registered for the PEAR portal and does not have access to IndexPro, you will not be able to opt in to the QIPS program. Please visit our PEAR portal page for details on the registration process.
Practices that do not opt in to the QIPS program will not be eligible to earn incentive payments for measurement year 2021.

Office and Clinical Champions
When a practice opts in to the QIPS program for measurement year 2021, they will be asked to identify the following:

Office Champion. Administrator who is responsible for coordinating value-based administrative activities at the practice location.

Clinical Champion. Practicing physician who is responsible for coordinating value-based clinical activities at the practice location.
If you have not identified your respective Office and Clinical Champions, we recommended doing so now to ensure a smooth opt-in process.
